Adds Web Apps to moose ls (including filtering/JSON) and includes web apps in the dev MCP infrastructure map.

• CLI ls enhancements:
  • Add web_apps support across listings: new WebAppInfo with name and mount_path.
  • Extend ResourceListing with web_apps; include in show() and JSON output.
  • Enable filtering by --type web_apps and by --name.
  • Update commands.rs help text for Ls --type to include workflows, web_apps.
• MCP Tool:
  • Update get_infra_map tool description to include web apps in the topology output.
